CONFERENCE OF NORTH ZONE DIRECTORS GENERAL OF POLICE HELD

During the 2-day Conference of 3rd North zone Directors General of Police, held at
Sher-i-Kashmir International Convention Centre, Srinagar, the participants suggested future policy options, envisioned the course of action and unanimously adopted the recommendations to check the menace of highway robberies.

In his inaugural speech, Jenab Mufti Mohammad Sayeed, Hon’ble Chief Minister, lauded the role of J&K Police in bringing a significant turn around in the situation and expressed confidence in that the State police would continue to play an important role in strengthening the peace in the State. While emphasizing on the need for reforms in policing methods, suiting to the societal needs, aspirations and expectations of the community, Hon’ble C.M. advised the participants to win over the hearts and minds of people through human and polite approach.

Speaking on the occasion, Shri Mangat Ram Sharma, Hon’ble Dy.C.M, complimented the J&K Police for its role in changing the situation for better. In the changing complexities in inter-state crime, there was a greater need for more co-operation among the Police Forces of various States to tackle the crime effectively, he added.

In his address, Shri A.R.Veeri, Hon’ble MOS(Home) asked the participating police officers of the northern states to clear the misconceptions about J&K by witnessing the changing environment, developmental activities and the heavy rush of tourists.

Earlier, in his welcome address, Shri Gopal Sharma, DGP, J&K, outlined the objectives of the conference. The idea behind holding the conference was to enhance the co-ordination and co-operation among neighbouring member States to check highway robberies and other crimes, besides showcasing the peace process in the State, he added.

Shri P.S. Gill, ADGP, Armed, J&K, on behalf of the J&K Police thanked the Hon’ble C.M, Jenab Mufti Mohammad Sayeed, for inaugurating the 3rd Conference of Directors General of police of North Zone.Hon’ble C.M’s visionary policies of " peace" and "healing touch" and "all round development" provided the much needed direction in accomplishing the mission of restoring peace and normalcy in the State, he added. He also thanked Hon’ble Dy.C.M, Hon’ble MOS(Home), Chief Secretary, J&K, Financial Commissioner(Home), J&K, Senior Civil and Police officers and the delegates for sparing their precious time to attend the conference.

In the pre-lunch session of day one, Shri Gopal Sharma, DGP, J&K, gave a presentation on militancy scenario and the role of J&K police. In his presentation, he dwelt on variety of areas and important aspects including the history of terrorism in J&K, Sinister strategy to foment internal turmoil by the neighbouring country, grooming of separatist elements, militaristic adventurisms, manifestation of terror, various phases of "terror Cycle", anti-terrorist operations, consistent supply of men, money and material from across the border; Graph of terrorists violence, Killings, sacrifices of J&K police, force augmentation, SOG, Special Security group (SSG), trainings, Special police Officers (SPOs), Village Defence Committees (VDCs), phase of invincibility to militants, Loss of militant image, disenchantment of public, emergence of surrenders, initiation of political process, dislike and hatred for militants, bravery & courage of J&K Police, economic indicators of pre and post militant era, positive indicators, suicidal attacks by terrorists, Parliamentary, Assembly, Panchayat and local bodies elections, developmental activities and good will operations etc. This was followed by a lively question-answer session.The session was presided over by Smt. Kanchan Chowdary, DGP, Uttranchal.

Shri Kuldeep Khoda, ADGP, CID, J&K, gave a presentation on “Civic Action Programme”of J&K police during the post lunch session of day one. The session was presided over by Shri Yashpaul Singh, DGP, Uttar Pradesh.
Shri Kuldeep Khoda spelled out various socially useful activities undertaken by J&K Police under the Civic Action Programme. While giving a detailed account of Civic Action Programme of J&K Police, he said that the activities, besides fulfilling the socio-economic urges of the community, provided an opportunity to police to develop mass contact with the people and helped reducing the gap between the police and the public.
Yet another presentation was given jointly by Shri Anand Jain, SP City(East), Srinagar and Shri S.P.Pani, SP,City(South), Srinagar on the topic of “Emerging network of Lashkar-i-Toiba (LeT) in India”.
Elaborating on the theme, the presenters dwelt on ‘LeT network across the country’, ‘LeT network in the Valley’ and ‘patterns and features of suicidal attacks’ etc.
 

During the two brain storming sessions, the participants suggested future policy options, envisioned the course of action and the delegates unanimously adopted the recommendations to check the menace of highway robberies, these included:-

n Setting up of interstate cells in the Crime Branches for sharing of information and holding quarterly meetings of the Heads of Crime Branches of northern states;

n Intensifying highway patrolling and Surface Transport Ministry to be requested for providing funds for the infrastructure like vehicles, ambulances, GPS, weapons etc;

n Approaching MHA for sanctioning funds for employing resource persons for data entry in Police Stations

n Sharing Interrogation Reports of Inter-State criminals

n Etching Registration Marks on the chassis and windscreen of vehicles

n Exchanging photographs and other information regarding criminals involved in drugging and looting passengers

    n Sensitizing drivers and conductors of Inter-State buses regarding drugging               and looting of passengers and displaying precautions for passengers

n Verifying the addresses and antecedents of the buyers & sellers of vehicles before changing the ownership

n Computerizing the records of registering and licensing authorities; and

making the installation of CCTVs/Alarm System a pre-condition for granting/renewal of licenses for petrol pumps.

On day two of the Conference, Shri Farooq Ahmed, DIG (Admn), PHQ, J&K gave a presentation on “Role of J&K in peace process”.Describing peace as the cherished dream of humanity, Shri Farooq Ahmad said that the brave officers and jawans of J&K Police rose to the true traditions of “service before self” and faced the forces of mayhem and terror with unyielding courage and commitment and many of them were devoured just because they wanted their brethren to live in peace.
          During the valedictory session, Shri Radhavinod Raju, ADGP, Headquarters, J&K readout the recommendations, unanimously adopted by the delegates .He also gave an appraisal of the previous two Conferences, held at Pinjore (Haryana) and Shimla (Himachal Pradesh).Shri A.K.Bhargava, DGP, Gujrat, applauded the constructive and rehabilitating role of J&K Police and wished them success in their new role as peacekeepers. He thanked J&K Police for making elaborate arrangements for making the conference a success.
          In his valedictory address, Dr.S.S.Bloeria, Chief Secretary, J&K said that J&K Police had effectively helped the State Government in implementing various welfare programmes, besides combating militancy. Quoting the words of Hon’ble Prime Minister that “peace and the development are intrinsically interlinked”, he said, “we have to ensure that peace and normalcy in the valley is restored”.

8th POLICE MARTYRS (MUSHTAQ) MEMORIAL FOOTBALL TOURNAMENT-2005

Instituted in 1998, in memory of Late Inspector Mushtaq Ahmed Baba, who joined the coveted gallery of immortals on October 31, 1997, the 8th chapter of Police Martyrs (Mushtaq) Memorial Football Tournament-2005 was organized by J&K Police in Srinagar. 30 teams including the national level teams like BSF -XI, Jallandhar, CRPF-XI and SSB-XI and leading teams of the State from Anantnag, Baramulla, ,Sopore, Kupwara, Budgam and Jammu participated in the tournament.

The tournament was declared open by Jenab A.R. Veeri, Hon’ble Minister of State for Home, J&K on June 09. The tournament was kicked off by holding a match between the vetern’s team of J&K Football Association and J&K Police vetern’s-XI in which the international Footballers including A.M.Kakroo, Khursheed Ahmed Baba and Mohd. Shafi Nari took part. The inaugural function was marked by observing 2-minutes silenced in remembrance of Police Martyrs for what they stood for and what they symbolized as also the releasing of Souvenir.

The final match was played between the BSF-XI Jullandhar and J&K Bank and the BSF Jullandhar emerged winners, defeating J&K bank (3-0)

Speaking on the occasion, the Hon’ble Chief Minister lauded the efforts of J&K Police in grooming the youth of the State in various sports activities. He paid rich tribute to Police martyrs.

In his welcome address, Shri P.S.Gill, ADGP, Armed, Chairman of the Organising Committee, said that the tournament was being annually held to pay homage to selfless services of those police personnel who rose to the occasion and sacrificed their lives in covetous display of their unflinching loyalty, social service and patriotism.

Speaking on the occasion, Shri Gopal Sharma, Director General of Police, while paying rich tribute to Martyrs of police and other security forces, said that sports events, particularly the Football, which is very popular in the State, provide an opportunity for an interaction between the police and the people, besides inculcating a spirit of courage, team spirit and discipline among youth.

MEGA PAINTING COMPETITION AND WATER SPORTS MEET HELD
IN SRINAGAR DURING ‘J&K POLICE WEEK’ CELEBRATIONS.

Despite its engagements in fighting the residual militancy and discharging the routine duties of law and enforcement and security, J&K police is putting all its might to reverse the tide of terror. Recognizing that the growing yearning for peace amongst the masses is the beginning of a new dawn, it is using all its resources in giving fillip to sports, cultural and creative activities for consoliodating peace and stability in the state.

More than 3000 students of various educational institutes participated in the painting competition, held at sprawling Botanical Garden near Cheshma Shahi in the backdrop of Zabarwan Hills in Srinagar on June 21. The event was organized by the Auxiliary Police and civil defence wing of J&K Police.

Thousands of people witnessed the competitions in regatta, Kayaking, Canoeing and swimming, in which 15 teams comprising of students, police and local Shikarawalas participated at world famous-Lake near Nehru Park,

Srinagar on June 23.The event was organized by Armed Police Range, Srinagar.Thousand of people thronged the venues of the two-mega events, which were held during the ‘Police Week’ celebrations.

REGIONAL WORKSHOP OF NORTH ZONE SUPERINTENDENTS

Shri Gopal Sharma, DGP, J&K, inaugurated the 2-day regional workshop of North Zone Superintendents of police at SKICC, Srinagar on June 27. The workshop was attended by Superintendents of Police from J&K(07)Himachal Pradesh(06), Haryana(10), Delhi(04), Uttranchal(07), Uttar pardesh(30), Bihar(13), and Punjab(08), besides 05 resource persons and 03 representatives from SVP National Police Academy and MHA respectively of Police helh in Srinagar

Speaking on the occasion, the DGP, J&K said that the efficacy and efficiency of police was ultimately judged by the people and this depended on the quality of the delivery of services by the Police. The workshop would enable the officers to interact and share each other’s experiences, which would go a long way in bringing the professional excellence, the DGP added.

In his Keynote address, Shri Kamal Kumar, Director, SVP National Police Academy said that the aim of the holding regional workshops was to discuss ways and means for bringing improvements in service delivery system of police.Earlier, Shri Navin Agarwal, IGP, Home guard/Civil Defence and Auxiliary Police, J&K, welcomed the delegates and gave brief resume of the 2-day workshop.Discussions were held on various issues including structural reforms, future challenges and priorities, strategies for improving policing, training requirements and combating terrorism etc by the 08-syndicate bodies constituted for the purpose.

w SI Sheikh Firdous Ahmad, 5824/NGO, posted in Anti Highjacking, Srinagar, in recognition of his act of honesty, was sanctioned a Cash Reward of Rs.5000/- with Commendation Certificate Class I by the ADGP, Security, on May 31, 2005.

w 10 Superintendents of Police were promoted as Senior Superintendents of police vide Govt.order No.229-P of 2005 dated June 22. Those promoted are S/Shri Ravinder Singh Jamwal, Raghbir Singh, Manohar Singh, Mushtaq Ahmad Kenu, G.M.Dar, Rattan Chand Manotra, Amjad Parvez Mirza, Tilak Raj, Ghulam Sarwar Chauhan and Rafiq-ul-Hassan.

  • 44 Head Constables of J&K Armed Police were promoted to the rank of(ASIs) Assistant Sub Inspectors of Police by Shri P.S.Gill, ADGP, Armed on June 30.

  • An interaction between the Army and Police took place at a Bara Khana, hosted by the Army at Rajouri, on June 14.A large number of Police officers and jawans attended the meet.
