In the  course of an interaction with senior Police officers of the state, on January 06, at J&K Police Headquarters, Jammu, Chief of the Army Staff, Gen. N.C.Vij, lauded the role of J&K Police in combating terrorism. "The demonstration of fortitude and courage and sacrifices made in tackling the 15-year militancy under challenging circumstances are the remarkable achievements of J&K Police, who deserve appreciation from the entire nation", the Chief of the Army Staff said, while sharing his experiences with the senior officers. The J&K Police was doing a commendable job in all spheres of its activity, he added. The Chief of the Army Staff was received by Shri Gopal Sharmna, DGP and a large number of senior police officers including Shri P.S.Gill, ADGP, Shri Kuldeep Khoda, ADGP, Shri Madan Lal, ADGP, Dr. A.K. Bhan, ADGP and Shri RadhaVinod Raju, ADGP, at the Police headquarters, amidst the ceremonial notes of bugles. Senior Army officers Including Lt. Gen. Hari Prasad, GOC- in- C, Northern Command, Lt. Gen. Milan Naidu, GOC, 14 Corps, Lt. Gen. Sudhir Sharma, GOC, 16 Corps, Maj. Gen. J.S.Lidder, ADGMO and Maj.Gen.Vinay Sharma, GOC, Infantry Division, accompanied the Chief of the Army Staff. A Guard of honour was presented to the Chief of the Army Staff by a contingent of J&K Police. "J&K Police is committed to bring back peace and normalcy in the state and shall work in-tandem with all other institutions for achieving the goal", Shri Gopal Sharma, DGP said, in his welcome address. On the occasion, Chief of the Army Staff presented a memento to Shri Gopal Sharma, DGP. The DGP also presented a memento to Chief of the Army Staff.

J&K ARMED POLICE IN PURSUIT OF EXCELLENCE

J&K armed police committed to achieve excellence in policing through innovations, continuous learning, quality leadership and management.

While inaugurating the one-day Gazetted Officers (G.Os) Conference of Jammu and Kashmir Armed Police of Jammu Range, on January 10, 2005, Shri Gopal Sharma, Director General of Police, J&K, said that the discipline, alertness and forward planning for preparing the Police to meet the challenges are the hallmark of any professional police force. He exhorted the participants to maximize their efforts for increasing the operational efficiency of the force. He emphasised on the participants for inculcating the sense of responsibility/accountability and confidence, learning, cohesiveness and esprit de-corpse amongst the men under their control.

Earlier, Shri Kuldeep Khoda, Additional Director General of Police, Armed, J&K, in his welcome address, spelled out the areas, to be deliberated upon during the conference. These included internal security role, duties related to maintenance of law and order, anti-militancy operations, security duties for protection of VIPs and important institutions, role in disaster management, deployment pattern, training strategies, course contents of trainings etc.

The two business sessions were presided over by Shri M.A.Anjum, DIG, Armed Range Jammu, that were attended by over 50 Gazetted officers including the commandants of J&K Armed Police and India Reserve battalions of Jammu Range. Lectures and presentations were delivered on various themes by Shri M.A.Anjum,DIG,Armed Police Range, Jammu, Shri M.S.Salaria, Commandant JKAP-7th battalion, Smt. Manju Raashid, Commandant JKAP-14th battalion, Shri Alok Kumar, Commandant JKAP-8th battalion, Shri J.P.Singh, Commandant IRP-7th battalion, Shri A.K.Atri, Commandant IRPP-5th battalion, Shri B.A.Itoo, Commandant IRP-1st battalion Shri Suresh Sharma, Commandant IRP-2ndbattalion. These were followed by a lively question-answer session.

In his valedictory address, Shri Kuldeep Khoda, Additional Director General of Police, Armed, J&K, reminded the participating officers about their ethical responsibilities, as leaders at the battalion and Company level of the organization, who were at the cutting edge where all executions are effected. He exhorted them to be visionary, in pursuit of excellence.

J&K POLICE WELFARE MELA HELD AT JAMMU

A bi-annual featureits proceeds go to Police welfare fund which are spent on the well being of J&K Police personnel, their families and the martyrs.

The J&K Police welfare mela, organized by J&K Police Wives Welfare Association, was held at Police Stadium, Jammu on January 09. The bi-annual events of Police welfare mela are aimed at strengthening the welfare units of the police in the state, raising funds for the welfare of police personnel, creating recreation opportunities for officers and jawans and providing a platform for Police- community interaction in a festive atmosphere.

Shri Rajan Bakhshi, IPS, Transport Commissioner J&K, accompanied by his wife, Mrs. Neena Bakhshi, inaugurated the mela at the police stadium, Gulshan Ground.

Speaking on the occasion, Shri Rajan Bakhshi said that for the last few years, J&K Police welfare mela had emerged as a favourite attraction for the public, who wait eagerly for the event to come. This is a sincere effort of the Police Department to reach out to people, besides funds-raising avenue for the welfare activities of Police, he added.

The Chief Guest, Sh. Rajan Bakhshi and Shri Gopal Sharma, DGP, flanked by senior Police officers, took a round of the different stalls, set up by the zonal police welfare centres and the welfare centres of all the districts and other units of police department. The main attraction of the mela were raffle draw, tambola, camel ride, target shooting, rides and jhullas, Kashmiri cuisine, Jammu delicacies and fast foods,Kashmiri embroidery, ladakhi crafts, Bhasoli paintings and walnut and willow furniture. For the pre-sold tickets, a draw of lots was held at the venue of the mela. Small children, drawn from the gathering, drew the numbers from out of the raffle box. The prizes, including an Esteem car, Yamaha motor cycle, computer, gold set, video camera, TV set, washing machine, refrigerator, carpet, CD player and rice cooker, besides 100 consolation prizes of Rs. 500 each and 1000 prizes of Rs. 100 each, were announced on the spot. FORENSIC SCIENCE AWARENESS PROGRAMME

It is imperative to educate, update the knowledge and sensitise police personnel regarding the advancements made in science and technology to enable them to apply scientific aids in the investigation and detection of new patterns of crime: DGP

As part of forensic science awareness programme, Shri Gopal Sharma, Director General Police J&K inaugurated a 2-day Workshop-cum-Exhibition on forensic science at District Police Lines, Jammu on January 10. He also released 85 Finger Print Kit Pads, purchased by Police Headquarters, for use by the FSLs, Police Stations and State Finger Print Bureau on the occasion. Speaking on the occasion, the DGP said that that it is imperative to educate, update the knowledge and sensitise police personnel regarding the advancements made in science and technology to enable them to apply scientific aids in the investigation and detection of new patterns of crime. The challenges posed by the changing nature and dynamics of crime problems can be met only through meticulous investigation and application of scientific aids, he added. He advised the investigating officers and the forensic experts to work in cohesion for solving the criminal cases.

Earlier, in his welcome address, Shri P.K.Gupta, IGP Crime and Railways, while dwelling on the essence of organising the 2-day Workshop-cum-Exhibition on forensic science, said that forensic science awareness programmes help inculcating scientific temperament among the investigating officers.

Dr. R.L.Dhar, Director Forensic Science laboratory, highlighted the significance of forensic science and gave a demonstration of using the latest scientific gadgets and equipment procured by the laboratory.Shri P.S.Gill, ADGP, Shri Kuldeep khoda, ADGP, Dr. Ashok Bhan, ADGP and a large number of senior police officers attended the function.Yet another awareness programme, to acquaint the younger generation, particularly the students, about the significance of forensic science in the detection of crime, was organized by the state forensic science laboratory at Govt. Women College, Gandhi Nagar, Jammu ON January 14.

NEW INVESTIGATING FORMS INTRODUCED

With a view to bringing about a purposeful uniformity in standards and procedure of investigation with rest of the country, J&K Police introduced the Integrated Investigation Forms (IIFs). The Forms prescribed under the programme pertain to First Information Report (FIR), Crime Details, Arrest/ Court Surrender, Property Search and Seizure, Final Report, Court Disposal and Result of Appeal.

Shri P.K. Gupta, Inspector General of Police, crime and Railways presented the set of Forms to Shri Gopal Sharma, Director General Police J&K at a function organized at Police Headquarters, Jammu on January 01. Speaking on the occasion, DGP J&K emphasised the need to undertake the urgent actions that are necessary to instilling core values of excellence in service delivery as also the reforms in the police functioning. State Police has already undertaken a massive computerization programme of its records and the old investigating formats were revised for a purposeful uniformity in standards and procedure of investigation with rest of the country, the DGP added. Shri P.S.Gill, ADGP, Shri Kuldeep khoda, ADGP and Dr. Ashok Bhan, ADGP were among the senior police officers present on the occasion.

C.D/HOME GUARDS & AUXILIARY POLICE CONFERENCE HELD

Civil Defence/Home Guards and Auxiliary Police have a great scope for winning the support and instilling the confidence among the masses, which would ultimately bring laurels to Police fraternity: Director General Police

Shri Gopal Sharma, Director General Police J&K, who is also the Commandant General of Civil Defence/Home Guards and Auxiliary Police of the state, inaugurated a 2-day (January 15-16 ) Conference of its officers at Jammu on January 15. Shiekh Owais Ahmed, DIG, Home Guards/ Civil Defence and Auxiliary police, Jammu, Shri M.A.Anjum, DIG, Armed Jammu, Shri B.A.Dar, DIG, Armed Kashmir, Shri V.K.Ghai, DIG, CID Jammu, Commandants of Auxiliary Police battalions, Area Commanders (Dy.Ss.P) Home Guards and Deputy Controllers (Dy.Ss.P) Civil Defence and senior wardens were present on the occasion.

In his inaugural address, Shri Gopal Sharma appreciated the holding of conferences, seminars and awareness programmes by the organization and lauded the services rendered by the Civil Defence and Home Guards volunteers during the Haj passage and Amar Nath yatra. Public awareness programmes need to be organized at district and tehsil level for educating the masses about the concept of `civil defence' and greater involvement of masses in civil defence activities, the DGP added. In his keynote address, Shri P.S.Gill, Additional Director General, Civil Defence/Home Guards and Auxiliary Police gave an account of various activities undertaken by the organization, which included holding of seminars in which students and public men participated actively; holding of high level "Civil Defence Conference" at Srinagar in which the matters related to "bio-terrorism" and "weapons of mass destruction" were discussed and deliberated upon; and "Civil Defence demonstrations" carried out at district and tehsil headquarters.During the 2-day deliberations, matters related to organizational and professional development were discussed in the four business sessions.

SG.Ct. Radha Devi of J&K Armed Police won the Bronze Medal in Heavy Weight (80-86 KG. Category) in the 5th Senior National Women Boxing Championship at Kollam. 

Shri Raja Aijaz Ali Khan, DIG Baramulla- Kupwara Range inaugurated a 16-day basic skiing course of 44 schoolchildren of Sobti Public School and Police Modern Schools, Barrelli (UP) at Gulmarg on January 03. J&K Police, under Civic Action Programme, sponsored the course. The touring students called on H.E. the Governor Lt. Gen. (Retd.) S.K.Sinha and Jenab Mufti Mohammad Sayeed, Hon'ble C.M, during their tour of the state.

Shri Gopal Sharma, DGP, Jammu, felicitated a group of 32 students, from the border district of Poonch, undergoing vocational training in various trades in the vocational centres established by J&K Police under Civic Action Programme, after they returned from the tour of northern states of the country, at GOs Mess. J&K Police sponsored the tour.

 Promotion orders in respect of 12 ASIs of J&K Armed Police were issued by the Additional Director general Police, Armed on January 07.

µ Dr. A.K. Bhan, ADGP, CID presented a cheque for Rs.3, 22,238 to Director General Police, J&K at Police Headquarters on January 01 as relief for the Tsunami victims.

J&K Police lifted the Governor's Golf Cup-2005 at Jammu on January 16. The Police team comprised Shri Rajinder Tickoo, IPS, Shri Alok Puri, IPS, Shri Garib Das, IPS and Shri Abdul Gaffar Malik, SP. H.E. the Governor lt. Gen. (Retd.) S.K.Sinha gave away the Cup to winning team as also the mementos to organizers and participants including Shri Gopal Sharma, DGP J&K, Shri Kuldeep Khoda, ADGP, Armed and Dr. S.P.Vaid, IGP, Jammu zone.
