3RD VEERANNA AIVALLI MEMORIAL INTER- COLLEGE DEBATE ORGANIZED

The 3rd Veeranna Aivalli Memorial
Inter- College Debate was organized on December 20, 2004 by the Indian Institute of Public Administration (IIPA) and the Department of Students Welfare, Jammu University at Brig Rajinder Singh Auditorium of Jammu University.

Shri Gopal Sharma, DGP, J&K presided over the function. Recalling his long association with Late Shri Veeranna Aivalli, Shri Gopal Sharma, said that Late Shri Veeranna Aivalli, a 1966 batch IPS officer was a perfectly professional police officer with dedication, determination and honesty. He said that after the report of Shri Aivalli on "J&K Police re-organization" several measures were taken in the Department to strengthen and modernize the various wings of Police force in the state and that the re-organization of J&K Police, by its expansion and up gradation, force has made it equal to all task forces in the country.DGP also announced that a memorial auditorium will be built on the name of Late Shri Aivalli in the Jammu University Campus to organize different programmes of Indian Institute of Public Administration (IIPA). Appreciating the high standard of the debate on the topic" In the opinion of the house-commercialization compromises quality of education" in which in all 37 students drawn from various colleges of Jammu Division participated, DGP announced that J&K Police would extend all possible assistance to IIPA and Jammu University in organizing such debates.

Dr.Ashok Bhan, ADGP, CID, J&K who is Honorary Secretary of Indian Institute of Public Administration, also spoke on the life and contribution of Late Shri Veeranna Aivalli as an able administrator, multi-faceted personality and a man of action. Dr.Bhan recalled that Late Shri Aivalli held important positions as Vigilance Commissioner four times in the state and rose to be Chief, Bureau of Civil Aviation at the Centre.

Prof. Amitab Mattoo, Vice Chancellor, University of Jammu, while speaking on the occasion said that University has been collaborating with the IIPA and J&K Police in organizing such important programmes for the benefit of students. Prof.N.R.Sharma, HOD, Education, Shri S.P.Sahni, Director Seminar IIPA and Dr.Keshav Sharma also spoke on the occasion.

Shri Gopal Sharma, DGP, distributed prizes among the students, who were adjudged best in the debate contest. The overall trophy was won by Govt.College for women, Gandhi Nagar, Jammu.

Senior Police officers including Shri A.C.Chatervedi, Chairman/Managing Director, Police Housing Corporation, Shri kuldeep khoda, ADGP, J&K Armed Police, members of IIPA, Academicians, prominent citizens and students, attended the function.

Shri Gopal Sharma, DGP, J&K giving away the overall trophy to the students of Govt.College for women, Gandhi Nagar, Jammu who were adjudged best in the debate contest held on Dec.20.

STATE VIGILANCE ORGANIZED TWO DAY TRAINING WORKSHOP

State Vigilance Organisation organized a two-day training workshop in the Auditorium of Jammu club for Departmental Vigilance Officer on 30th and 31 December 2004 to update their knowledge and enable them to discharge their duties effectively.

Dr.S.S.Bloeria,Chief Secretary, J&K who presided over the inaugural function, said that the government has endeavored to improve the working of Vigilance officers by laying thrust on taking the investigation on cases to the final conclusion instead of only registering cases which keep on piling up with every passing year. Appreciating the working of the Vigilance organization during the last two years, he said that the organization has moved to a cooperative mode by involving the departmental vigilance cells and conducting joint inspections in a serious manner. He said that the two-day workshop is another effort to bring in fold the departmental vigilance officers. Having involved the departments, the organization is going out to public in general to seek their support to fight the menace of corruption, he added.

Shri P.Shankar, Central vigilance commissioner, Government of India delivered the keynote address. Maintaining that only working as a team could produce tangible results in functioning of State Vigilance Department, CVC called for appointing right person in the department by seeking feedback from reliable sources including public instead of relying on the APRs of the officer. He said the screening of the proposed officers for appointment should be made by the department itself instead of depending on APRs and that the officer to be appointed should not only be man of integrity but also possess a balanced personality who could absorb the emotional and outside pressures. Highlighting the idea of appointing departmental vigilance officers, CVC said that they could work as ears and eyes for both State Vigilance Organisation and Central Vigilance Commission as it is through them that the two could get substantive information about the department under their observation. Stressing for adopting foolproof procedure during investigation of a case to avoid harassment of officers under observation, he said the investigation should be within the four walls of rules and procedural code. He, however, said that the rules could be modified where they hamper investigation-giving chance to the erring officials to go scot-free or causing embracement to honest.

Shri Gopal Sharma, DGP, delivered the valedictory address. Speaking on the occasion, DGP said that only selfless, honest, zealous and dedicated officers could help realize the objectives of eradication of corruption in public offices. He called upon the departmental vigilance officers to set examples by exposing officials indulging in malpractices.

Dr. S.S.Bloeria, Chief Secretary, J&K & Shri P.Shankar, Central vigilance commissioner on this occasion, also launched Website of State Vigilance Organization (www.jkvigilance.nic.in). Speaking on the occasion, Shri R.V.Raju, Vigilance Commissioner,J&K invited the departmental vigilance officers to exchange views with the organization through e-mail and by approaching personally to him or to any other officer of the organization as combined efforts of State Vigilance officers and departmental Vigilance officers are bound to produce optimum result on this front.

SENIOR POLICE OFFICERS CONFERENCE ORGANIZED

A daylong conference of Senior Police officers of J&K Police was organized in J&K Police Headquarters, Jammu on December17, 2004. The conference discussed vision-2005 for the police organization in the state facing militancy for the past over one and half decade and looking after other multi pronged and security related and Law and order matters. While speaking on the occasion, Shri Gopal Sharma, DGP, J&K said the sense of responsiveness and accountability will be ensured at all levels and progress monitored at the highest level. DGP made it clear that while the police will forcefully combat the activities of anti-social elements, harassment of any kind to the civil population would not be accepted. We are here to serve the people and it should appear that we are doing so. While appreciating the role of Police in meeting the challenges over the year that has made the organization to get reputed position in the forces around the country, DGP said, welfare of the officers and jawans receives top priority at the apex level.

The conference delivered in details the challenges and response by the police organization in maintaining law and order, controlling crime and tackling insurgency. The speakers emphasised that the police organization is to safe guard the life and property, preserve the peace, prevent and detect crime, enforce the law and protect the rights of all citizens. SEPARATE G. P. FUND OFFICE TO POLICE PERSONNEL

Shri Babu Singh, Hon'ble Minister of State for finance has said that the Police Department would have a separate GP Fund office, which will exclusively deal with the GP Fund cases of the police personnel. The announcement was made by the MOS Finance in a meeting held on December 2, 2004 . Hon'ble MOS has directed the Dy.Director Funds Organisation to work out the modalities to establish the separate GP Fund office for the police personnel with the required number of staff.

1266 POLICE PERSONNEL PROMOTED

  • 24 Sub-Inspectors (12 each of J&K Armed police & Executive Police) were promoted to the rank of Inspectors by the DPC headed by Shri Gopal Sharma, DGP, J&K on Dec.30.

  • 170 Selection Grade Constables and185 Constables of J&K Armed Police were promoted to the rank of HCs and Sg Cts. on Dec. 03,and Dec. 08, 2004 in the pay scale of 4300-100-5900 and 4200-75-5325 respectively by the DPC headed by Shri Kuldeep Khoda, ADGP Armed J&K.

  • 100 HCs, 89 Sg Cts. and 234 Constables of Executive Police of Kashmir Zone were promoted to the rank of ASI, HCs and Sg Cts. on Dec. 15, Dec. 22 respectively by the DPC headed by Shri Javed Ahmed Makhdoomi, IGP, Kashmir Zone, Srinagar on December 15, 2004.

BRTC DRIVERS PASSING OUT PARADE HELD

After completion of their training under the control and command of Principal of the institute, S.Bhupinder Singh, , a colorful attestation-cum- passing out parade of 71 trainees of BRTC Drivers was held in Police Technical Training Institute Vijaypur on

22 December 2004. Shri Kuldeep khoda, Additional Director General of J&K Armed Police presided over the function.

Constable Driver Sohan Lal, No.725/Sec secured Ist position in Indoor whereas Constable Driver Meharaj-ud-din No.893/D secured Ist position in out door and Constable Driver Varinder Kumar No.484/Sec secured Ist.position in Range Classification. The performance of Constable Driver Sohan Lal, No.725/Sec was adjudged excellent, for which he was declared as"All Round Best" trainee.

INAUGURATION OF SDPO OFFICE ZADIBAL (SGR.)

Shri Gopal Sharma, Director General of Police, J&K inaugurated the newly constructed office complex of Sub Divisional Police Office at Zadibal (Srinagar) on 02 December, 2004.

The said complex having all the modern facilities into it was constructed at the cost of Rupees 24 Lakhs. Among others, Shri Javed Ahmed Makhdoomi, IGP, Kashmir Zone, Shri H.K.Lohiya, DIG, Srinagar-Budgam Range and SSP, Srinagar were also present on the occasion.

INSTALLATION OF LIE DETECTOR MACHINE AT FORENSIC SCIENCE LABORATORIES JAMMU AND SRINAGAR

A Lie Detector Machine has been installed in FSL Jammu & Srinagar for its use in Crime investigation.All the crime investigating agencies can make use of it for detection of crime.
