Shri Gopal Sharma, Director General Police, J&K presented a cheque for Rs. one crore to Hon'ble Chief Minister, Jenab Mufti Mohammad Sayeed, on February 28, as contribution of J&K Police towards Chief Ministers Relief Fund, for the snow-hit victims of the valley. Jenab Mangat Ram Sharma, Hon'ble Dy. Chief Minister, Jenab Muzaffar Hussain Beig, Hon'ble Finance Minister, Shri P.S.Gill, ADGP, Shri Kuldeep Khoda, ADGP, Dr. Ashok Bhan, ADGP, Shri Madan Lal, ADGP, Shri A.R.Khan, IGP and other senior Police officers were present on the occasion.

Speaking on the occasion, Hon'ble Chief Minister described the contribution of Rs. one crore by J&K Police as a great gesture. While lauding the spirit of Police jawans for coming in aid of their brethren at the time of need, Hon'ble Chief Minister said, "Police Jawans were the first to reach the sites of the tragedy at WatlangooNar and Halsidar. They set up a free langar at Watlangoo".

POLICE COMMUNICATION NETWORK INAUGURATED

Shri Gopal Sharma, Director General Police inaugurated the Police Communication Network Terminal (POLNET) at Jammu on February 12. The terminal is a satellite-based communication system, which provides inter-connectivity between district headquarters, state headquarters, national capital and paramilitary forces units. This shall enable the J&K Police to have access to Crime & Criminal Information System (CCIS), a system devised by the National Crime Records Bureau (NCRB), and shall provide reliable connectivity between all the police stations in the country. The closed user group (CUG) network shall provide voice communication, messaging, Fax, file transfer protocol and other facilities.

ANNUAL COUNCIL MEETING OF POLICE ACADEMY HELD

The annual administrative council meeting of Sher-i-Kashmir Police Academy, Udhampur was held on February 08. Shri Gopal Sharma, Director General Police J&K presided over the meeting. Those who attended the meeting included Shri P.S.Gill, ADGP, Home Guards/ Civil Defence and Auxiliary Police J&K, Shri Kuldeep Khoda, ADGP, Armed J&K, Shri Madan Lal, ADGP, Security J&K, Dr.Ashok Bhan, ADGP, CID J&K, Shri K.Rajindera Kumar, IGP, Headquarters, Shri P.L.Gupta, IGP, Traffic J&K, Shri P.K.Gupta, IGP, Crime & Railways J&K, Shri A.R.Khan, IGP, Modernisation, Dr. S.P.Vaid, IGP, Jammu Zone, Shri Ram Lubhaya, Director S.K.Police Academy.

  • The annual administrative council meeting of Sher-i-Kashmir Police Academy is aimed at:

  • Developing curriculum, upgrading the infrastructure and preparing the Academy for responding appropriately to future training demands;

  • Reviewing the curriculum and training content of various training courses for necessary amendments;

  • Addressing the problems of trainees and the trainers; and

  • Identifying the factors adversely affecting the police training and devising suitable measures to rectify them.

While initiating the discussion on the agenda points of the meeting, Shri Gopal Sharma, Director General Police informed the participants that National Police Academy (NPA) and Bureau of Police Research and Development (BPR&D) shall help J&K Police in upgrading facilities at SK Police academy, Udhampur. He exhorted the participants to study the job at different levels and assess the training inputs that need to be injected in various fields including investigation of heinous crimes, cyber crime, bank frauds etc., so that the training packages are reoriented for infusing better professionalism.

Shri Ramlubhaya, Director, SKPA Udhampur a gave a brief resume of the trainings and courses undertaken in the Academy during 2004 and spelled out the details for making these more vibrant as per the need of the time.

BHARAT DARSHAN OF 78 STUDENTS UNDER J&K POLICE'S CIVIC ACTION PROGRAMME

Such tours will broaden the mental horizons of imagination and expose youngsters to vastness of the country: Governor, Lt. Gen. (Rtd.) S.K.Sinha

J&K Police organized and sponsored the Bharat Darshan (tour of the country) of a group of 78 schoolchildren, drawn from remote and far-flung schools of the valley, under the Civic action Programme (CAP).

On their return, the group called on the H.E. the Governor, Lt.Gen. S.K.Sinha on February 26. Shri Kuldeep Khoda, ADGP, Armed, who is also the nodal officer for the civic actions of J&K Police, Shri Navin Agarwal, IGP, Headquarters Armed and Shri M.A.Anjum, DIG, Armed Jammu were present on the occasion.

In the course of interaction with the group, H.E. the Governor acquainted the students about the historical

importance of the places visited by them, which included Goa, Delhi, Agra and Fatehpur Sikri. He urged the schoolchildren to share their experiences of the tour with their friends and be the ambassadors of peace and tranquility. "You have a future role a promising role for tomorrow as great citizens of the country, which is inching forward to become a super power", H.E. the Governor reminded the schoolchildren.

H.E. the Governor replied to a volley of questions during one and a half hour interaction with the students.

Earlier, Shri Kuldeep Khoda, ADGP, Armed, who was accompanying the group of students, briefed H.E. the Governor about the Civic action Programme of J&K Police with special reference to the conduct of sadhbavna tours, aimed at giving wider exposure to youth of the valley.

CULTURAL PROGRAMME AT POLICE PUBLIC SCHOOL

A colourful cultural programme was held at J&K Police Public school, Miran Sahib on February 08, as part of extra curricular activity for its wards. J&K Armed Police organized the cultural programme under the aegis of J&K Academy of Art, Culture and Languages and north zone cultural centre, Patiala. 80 artists from J&K, H.P, Haryana, Punjab and Chattisgarh exhibited their folk dance skills, depicting various civilizations and cultural heritages.

COMBATING TERROR

  • Jammu Police apprehended an area commander of Harkat-ul-Mujahideen from a house in Bakhshi Nagar locality on February 05.

  • In a joint operation, launched by Police and the Army, a militant hideout was busted in Baramulla district of Kashmir valley on February 6. A large quantity of weapons and ammunition including 1200 rounds of A.K.type rifle, one UBGL, 13 grenades, 2 magazines of UBGL, one GPMG and its 24 rounds were recovered from the hideout.

  • Two top terrorists including a battalion commander of HM out-fit were gunned down by police at village in Tamlad of Billawar area in Kathua District on February 21. Recoveries made from the slain terrorists included 02 A.K rifles, 02 pistols, 08 grenades, 04 wireless sets and ammunition.

  • In a Joint operation, launched by Police and the Army in Karam Katha and Mala villages of Mahore area in Udhampur district, gunned down 04 terrorists including an area commander, on February 25.

  • Doda Police apprehended a terrorist, identified as Atta Mohamad, and recovered a grenade and a wireless set from him.

  • Udhampur Police arrested three terrorists of HM out-fit from two different places and recovered large quantity of weapons and ammunition at their instance.

  • In a joint operation, launched by Poonch Police and the Army, three L-e-T terrorists were eliminated in Surankot area of Poonch district on February 12. Three A.K. rifles were recovered from the site of encounter.

NEWS BRIEFS

  • State Transport Ministry has decided to increase the strength of traffic Police by 900. "A proposal shall be sent to planning department soon for sanction," said Shri Raman Bhalla, MOS (Tourism) on February 18.

  • "Government is planning to open Citizen Councils in every Police Station of the state", said Shri A.R.Veeri, MOS (Home) at the concluding function of the 3-day XVIII Criminology Conference at Jammu on February 18.

  • 18 Inspectors of Police were promoted as Dy.Superintendents of Police, in their own pay and grade, vide Govt. Order Home-51 (P) dated February 2i. The promotees include S/Shri Saleman Siddique, Narinder Kumar, Ram Paul, Krishan Paul Singh, Nirmal Singh, Mohammad Taj, Sudarshan Kumar, Abdul Rehman, Nissar Ahmad, Ghulam Mohammad Bhat, Gh.Mohi-ud-Din, Parvez Ahmed, Mohmad Yosuf, Abdul Rashid Dar, Bashir Ahmad, Rikhi Singh, Puran Chand and Mohammad Ibrahim.

  • 6 ASIs and 14 Head Constables of Telecom. cadre were promoted as Sub Inspectors and ASIs respectively on February 18.

ROUTE MARCH OF JKAP BATTALION

A Route March of entire battalion JKAP-XIV was held on February 23. Shri Kuldeep Khoda, ADGP, Armed J&K, Shri Navin Agarwal, IGP Headquarters Armed, Shri M.A.Anjum, DIG Armed Jammu and all the Commandants of Jammu based J&K Armed Police battalions participated in the 10-KMS march. A BaraKhana was arranged at the culmination point.

SEMINAR ON CRIMINAL JUSTICE SYSTEM

Criminologists Society of J&K, a Jammu based NGO, in collaboration with J&K Police, organized a 2-day seminar (February 12-13) on "Situational Analysis of Criminal Justice System in J&K" at Jammu Club, Jammu. A large number of legal luminaries, members of the Bar and senior civil and Police officers attended the seminar; prominent among them were Hon'ble Justice R.P.Sethi, retired Supreme Court Judge, Hon'ble Justice Y.P.Nargotra of J&K High Court, Shri Gopal Sharma, Director General Police J&K, Shri M.M.Khajooria, former DGP J&K, Shri Kuldeep Khoda, ADGP, Armed J&K, Dr. Ashok Bhan, ADGP, CID J&K, Shri Radhavinod Raju, Commissioner of Vigilance J&K, Shri Farooq Ahmed, DIG, Jammu and Rameshwar Singh Jamwal, President criminologist Society J&K.

Speaking on the inaugural function, Shri Mangat Ram Sharma, Hon'ble Dy. Chief Minister, the Chief Guest, said that the entry of criminals in the law-making institutions, poor conviction rate and delayed justice are the factors that have eroded the faith of common man in the existing system and the need of the hour is to bring about reforms in it.

Hon'ble Justice R.P.Sethi, while dwelling on the theme, forcefully made the point for establishing `law Commission' in J&K and sought to establishing a Judicial Academy, in collaboration with the Law Department, for training the Judges.

Hon'ble Justice Y.P.Nargotra of J&K High Court said that the witnesses in criminal cases should be given protection so that they are not driven into becoming hostile. He also advocated the need to amend Section 510 Cr.P.C.

Shri Gopal Sharma, Director General Police J&K, who presided over the Inaugural session, lauded the role of Criminologists Society for organising the seminar. Based on his long experience, he spelled out the anomalies in the existing criminal justice system and suggested reforms.

S/Shri Rameshwar singh Jamwal, president Criminologists Society, S.C.Bali, Shallu Mishra, Sumeshwar Kohli, and Prof. Magotra, Law Department, University of Jammu presented the papers. S/Shri B.S.Manhas, Ajay Gandotra, Secretary Criminologists Association, H.C.Jhalmeria, Rajesh Thapa, T.K.Raina, Onkar Seth and Shiekh Shakeel Ahmad spoke during the Seminar.

Shri Farooq Ahmad, DIG Jammu, who presided over the first session of day two, said that for the last 15 years J&K Police has been concentrating on "fighting terrorism", which disturbed its concentration in routine investigation work. Despite its engagements in highly complex mission, J&K Police has an enviable record of normal policing and performing core duties, he added.
